Salary: £70,000- £85,000 - London (higher range to be considered for outstanding candidate)

The National Audit Office (NAO) is the UK’s independent public spending watchdog.

We support Parliament in holding government to account and we help improve public services through our high-quality audits.

In June 2020 we launched a new Strategy together with an Organisational Development Plan (ODP) setting out the changes we want to make to realise our objectives over the next five years. We now need a self-reliant and highly motivated individual to help support the delivery of the ODP through the application of good business architecture principles and practice.

Reporting to the Director of Engagement and Change, the postholder will be responsible for the following areas:
• Business Architecture;
• Change Governance;
• Change Management and Assurance

An excellent communicator, the postholder will collaborate with a range of stakeholders (e.g. architects, business analysts and business managers) and confidently provide them with direction to ensure the following:
• Changes under the ODP are properly designed, planned and aligned to effectively support NAO’s business strategy and values;
• The needs of the wider user community are addressed;
• Change is well managed
• Our Executive Team regularly receives updates and assurance on projects.

The postholder will be expected to maintain and strengthen relationships throughout the organisation with a focus on the following key stakeholders:
• Executive Team
• ODP Theme leads
• Corporate Services Team Leads and Managers
• Design Authority members
• Programme / Project Boards, Programme / Project delivery team members
• Project
ResponsibilitiesThe post-holder will have a wide range of responsibilities which are further detailed below:

Business Architecture:
• Develop and maintain enterprise level architecture artefacts such as the NAO target operating model and capability model to support delivery of the organisational development plan
• Facilitate the definition of target states at programme and project levels
• Collaborate with technology architects and business analysts to ensure that the end to end “change solution” whether digital or not, is aligned with strategic change needs
• Work closely with senior stakeholders to identify and help manage inter-project dependencies and understand portfolio risks and issues
• Provide business architecture input into business case development for new initiatives as applicable

• Promote the adherence to established design principle; enhance and review the later as appropriate
• Facilitate Design Authority meetings
• Identify and help resolve design issues (as appropriate) notably via the Design Authority Group
• Develop a new change assurance function
• Provide business architecture input to project gate reviews as required

Change Framework Enhancement and Implementation:
• Enhance the NAO change framework to increase its effectiveness and usability.
• Advocate and educate all relevant change stakeholders on the use and benefits of the framework.

Project Delivery Support:
• Provide advice, assistance and support to Programme / Project Boards and project delivery teams.
• Help shape programmes and projects to promote strategic alignment and understand their impact on the organisation.
• Support the implementation of the NAO’s Change Management Framework and Principles

Key Internal and External Relationships/Resources Managed:
• Line manage senior business analyst and potential to manage change manager.
• Mentor colleagues involved in architecture and the management and delivery of change
Skills requiredWe require the following key skills, experience and competencies:

Essential qualifications/training/knowledge:
• Formal training and/or experience in Business Architecture or strategic business analysis
• Formal training and/or experience in change management and delivery
• Good understand of techniques underpinning effective change solution design (organisation, data, technology, process)
• Good knowledge of change delivery methodologies (e.g. Agile, Waterfall)

Desirable qualifications/training/knowledge:
• Formal training and experience in at least one software development lifecycle/methodology (e.g. DSDM, Agile, RUP)
• Some understanding of Enterprise Architecture Frameworks
• Broad technical knowledge – including current technology and innovation trends

Other key business skills and competencies:
• Strong understanding of business architecture techniques needed to define change roadmaps
• Solid experience of business change and transformation
• Strong analytical skills, with the ability to simplify complex information to support decision making
• Excellent verbal and written communication, including strong interpersonal skills required to collaborate effectively across the organisation
• Prior experience of line managing and mentoring staff
• Strong negotiation skills and the ability to influence outcomes and gain buy-in
• A pragmatic, creative and motivated attitude towards workload
